Leader of the Islamic Revolution
Ayatollah Sayyed Ali Khamenei
highlighted the importance of
tightening security in the Persian
Gulf and said all regional
countries will benefit from a
secure region.
"However, all countries in the
region will become insecure and
suffer from insecurity if regional
security is undermined," Islamic
Revolution Leader said in a
meeting with Qatari Emir Sheikh
Hamad bin Khalifa Al Thani in
Tehran on Monday.
Ayatollah Khamenei termed as
very important the issue of
unity between Shii and Sunni
Muslims in the region adding,
"Shia and Sunni Muslims in the
region have had years of
peaceful coexistence, but certain
seek to damage this friendly
atmosphere and turn certain
differences of opinion between
Shiis and Sunnis into a social
difference."
Leader of the Islamic Revolution
noted that there are
mercenaries and prejudiced
individuals on both sides," adding,
"This issue should be controlled
both in terms of beliefs and
security."
Pointing to developments in
Lebanon, Ayatollah Khamenei said
any ruling by the US-sponsored
Special Tribunal for Lebanon
(STL) is null and void.
"This court is a kangaroo court
and every verdict it issues is
rejected. We hope influential
sides in Lebanon will act
prudently, so the issue will not
be turned into a problem," Islamic
Revolution Leader said.
Ayatollah Khamenei noted that
plots in Lebanon will bear no
fruit and said, "We are very
optimistic about the
improvement of situation in the
region."
Qatari emir, for his part, praised
relations between Tehran and
Doha and said, "The two
countries have always enjoyed
similar political stances."
He expressed hope the two
countries will further promote
relations in other fields.
Al Thani highlighted the
significance of maintaining unity
among Shii and Sunni Muslims in
the region, saying certain
countries intend to hatch a
fresh plot in Lebanon.
He expressed his country's
readiness to prevent such a
conspiracy and act based on
regional interests in cooperation
with countries in the region.

Islamic Revolution Leader AyatollahSayyed Ali Khamenei in a large gathering of Basiji forces Thursday on the auspicious Eid al-Qadir ceremonies said the Eid was a symbolic day for justice andprosperity of mankind, adding that divine promises would come true for the faithful Iranian nation once it boosts its sincerity and political insight. 110,000 Basiji forces joined the ceremonies held on the eve of Basij day in the Iranian calendar. Ayatollah Khamenei congratulatedthe Eid al-Qadir to all Muslims and said that the theme of the Islamicholiday belonged to anyone who has a concern for human prosperity. Ayatollah Khamenei said Imam Ali, whom the messenger assigned in the Qadir event as his successor, was an exceptional personality in different individual, social and military spheres. Ayatollah Khamenei then touched on the issue of Imamat (guardianship of ummah by Imam) and said Imamat, in general sense,is that an individual or a group take the steers of a society and direct it. Ayatollah Khamenei added that in view of the Koran, both good and evil people have their own Imam who directs them in their path of choice. Ayatollah Khamenei noted that even in the most secular regimes of the world, unlike their claims ofseparation of religion and politics, both the worldly and the afterworld related affairs of people are in control of the rulers. Ayatollah Khamenei in the same regard called the large cultural centers in the west as such leaders that direct people towards the hell of corruption. Ayatollah Khamenei then turned to the issue of Basij and called it an exceptional and bright reality, adding that the enemy efforts todownplay the reality and insult the Basij are fruitless. Ayatollah Khamenei called the Basij as a systematized and organized association which outnumbers any social force in the world and at the same time takes boost from faith and affection. The IR Leader urged the nation tohonor the social force, adding that the social force has made a good performance in various social and scientific fields, not to mention the defensive forefront. In the same regard, Ayatollah Khamenei said sincerity towards God and political insight were two pillars of the Basij movement, adding that the more one polisheshis or her sincerity in his practices, the more God would deepen his or her political insight. In another part of his speech, Ayatollah Khamenei called the Iranian nation's revolution as an effort to change the hell-ward track of the materialistic world, adding that a major fraction of the world population has picked the truths of the Iranian revolution unlike the superpowers's drive to join ranks against the nation and its awakening call. Ayatollah Khamenei noted however that the divine promiseswould come true once the force of arrogance and despotism and the force of Islamic Revolution confront one another, adding that enemies would set up challenges in the path of the Iranian nation towards its bright future and that the nation must keep and bolster its preparedness. Ayatollah Khamenei noted that the key to success of the Iranian nation was to keep up to date and bolster its sincerity and political insight. He expressed hope that one day the Iranian nation would stand atop peaks ofprosperity and salvation, calling on other nations to join its sublime position.

Tabarani and others have
recorded the following
tradition as related by Zayd
ibn 'Arqam and transmitted
through sources unanimously
acknowledged to be reliable. Zayd says that the Messenger
of Allah, Allah's blessings and
peace be upon him and his
posterity, delivered a sermon
at Ghadir-e-Khumm under a
cloth spread as a canopy on two large trees. He said: "O my people! I am going to
be recalled shortly and I must
comply. I shall be interrogated
and you also shall be
interrogated. What will you
say then?" The entire audience answered: "We shall bear
witness that you did convey
to us the message of Allah,
and tried your best to guide
us on the right path and
always gave us good console. May Allah bless you with a
good reward." The Prophet
proceeded: "Why do you not
bear witness that there is no
god but Allah and that
Muhammad is His slave and Messenger, and that Paradise is
true, Hell is true, Death is true,
Resurrection after death is
true, that the Day of
Judgment will doubtlessly
come and that Allah will raise to life the dead from their
graves?." They said: "O Yes!
We bear witness to all this."
Then he said: "O Allah! You
also may witness." Then he
said: 'O my people! Allah is my Mawla and I am mawla of the
faithful and I have superior
right on and control over their
lives. And this Ali is the mawla of all those of
whom I am mawla . O Allah! Love him who loves him and
hate him who hates him." He
further said: "O my people! I
will precede you and you also
shall arrive at the pool of
Kawthar, the pool wider than the distance between Basrah
and San'a', and there are on
the pool as many goblets of
silver as stars. When you shall
reach me I shall interrogate
you about your behavior towards the two in-valuable
assets after my death. The
major asset is the Book of
Allah, the Mighty and
Glorious, one end of which is
in the hand of Allah, the Exalted, and the other end of
which in your hands. Grasp it
tightly and do not go astray
and do not change or amend
it. The other asset is my
Progeny, who are my Ahl al- Bayt. Allah the Gracious and
Omniscient has informed me
that the two will not part
from each other before they
reach me at the pool.

Leadership from the
Perspective of Imam
Khomeini (q.) Conditions of Leadership The necessary conditions to be
available in a leader are
directly connected to the
nature of the Islamic
government. Disregarding the
general conditions like wisdom and proper
management, two basic
conditions, i.e. justice and to
know the law, should also be
available.
Even after the demise of the Holy Prophet Muhammad
(s.a.w.), when the bitter
controversy about who
would succeed him appeared,
there was no theoretical
dispute among Muslims over such an issue that his successor
should be a knowledgeable
and virtuous man. Mainly
there were two controversial
issues:
1- Since the Islamic government is a government
of law, the person who
governs should have a wide
knowledge of law as it is
referred to in traditions. It is
necessary for the ruler as well as every one who takes
charge of a post or occupies a
job to acquire such
knowledge; the only
difference is that the leader
should be the most knowledgeable. Our Infallible
Imams (a.) had just used this
same point – that the Imam (the religious leader) has to
have superiority over others – to prove their imamate. Also,
the queries that Shī‘ ah scholars raise and criticize
others fall within this very
domain when they say: the
caliph did not know the
answer to a question about
the Islamic Law or he did a certain act which was against
the Islamic law, so he was not
qualified for this office.(1)
Muslims consider justice and
knowing the law as essential
conditions and basic elements while other things are neither
significant nor necessary. For
example, to know how the
angles are or what the
characteristics of the Creator
(Allah) are has nothing to do with the matter of leadership.
Similarly, suppose someone
knows everything about
physics and has discovered all
the natural forces or knows
music well, he will neither be qualified to be a caliph nor be
given priority – over those who are just and
knowledgeable in Islamic law
– to occupy the office of leader.
Therefore, what is really
related to the caliphate – which was the matter of
discussion and talk during the
era of the Noble Prophet (s.)
and our Infallible Imams (a.)
and which is accepted by all
Muslims – is that the ruler or the caliph should, firstly,
know the Islamic law and,
secondly, be just and perfect
in both religious beliefs and
morals. This fact is admitted
by the reason as well because the Islamic government is a
government of law and not a
government of desires or a
dictatorship.
If the leader is not acquainted
with law, he will not be competent to govern people.
Because if he follows <another
person> in taqlīd , that will weaken his power; and if he
does not, he cannot put the
Islamic law into effect. The
tradition that "the Islamic
jurists rule over the
kings" ( ءاهقفلا ماکح یلع نیطالسلا ) is undisputed.(2) If kings really follow Islam,
they should follow the Islamic
jurists and ask their opinion.
In this way the jurists
themselves will be the real
rulers and, therefore, the power should officially be
given to them and not to
those who are compelled to
follow jurists as they do not
know the law.
2- A leader should be perfect in religious beliefs and morals,
just and spiritually not
polluted with sins. The
individual who wants to take
the responsibility for applying
the Islamic penal code properly, to control the
Muslims' assets and country's
expenditures and wants
Allah, the Exalted, to delegate
him the administration of His
servants ’ affairs should not be a sinner because Allah, the
Almighty, does not allow a
tyrant to have such a power
( لانیال یدهع نیملاظلا ( . ) 3 ) Unless the ruler is just, he will
not administer justice in
providing Muslims with their
rights, collecting and
distributing taxes properly,
and putting the penal code into effect. Such a ruler may
also make his friends,
supporters and relatives take
control of people and spend
Muslims’ assets in fulfilling his own personal whims and
desires.(4)
